Basement/gutter/re-grading insight?

Our basement has a few minor leaks in heavy rains. After watching carefully and noting where & when it happens, I think solving the problem involves pointing, replacing a gutter, re-grading, or a combination of these. It's not a major problem, but getting slowly worse. We need to be practical about money. Who is smart at sussing this out? A structural engineer? I am super dubious of the "wet basement" companies. Any insight?
