Police and auto-theft experts call them puffers - cars left running, puffing exhaust as they warm up - and say they are a prime target for thieves. "You might as well roll out a red carpet for the thief," said Steve Wheeler, executive director of the Pennsylvania Auto Theft Prevention Authority, a statewide network of nearly 100 specially trained police officers, state troopers, detectives, prosecutors, paralegals and support staff the state established in 1994 to thwart auto thieves. The authority on Monday kicked off a weeklong campaign to stop winter puffers, making Pittsburgh the first stop. Representatives from the authority, Pittsburgh police and the district attorney's office showed off a stripped-down Toyota, demonstrating what can happen to a vehicle when it's stolen. Wheeler said data show more than 1,600 vehicles were stolen in the Pittsburgh area last year, with nearly 11,800 stolen across the state. He said about 50 percent of vehicles stolen were left unlocked with keys inside. "Most people think it will never happen to them," said Pittsburgh police auto theft Sgt. Richard Begenwald. He noted that it is illegal in Pennsylvania to leave a vehicle running and unattended on a public street, and the penalty is a $25 fine. Wheeler said older, common models are frequently targets because spare parts can be hard to find. For example, he said, a car worth about $3,000 could be worth about $5,000 in parts. Police drove home this point by displaying the shell of a vehicle stripped of parts - from the tires and doors to the seats and interior glove-box. Assistant District Attorney Jarrod Caruso noted that thieves often use stolen vehicles to fund drug activity or commit other crimes. "Auto thieves tend to be repeat offenders," he said. "If we can limit their opportunities to steal, we stop the ripple effect across our communities." Wheeler said common sense is the best way to stop car thieves: Lock your car and take your keys every time; don't leave valuables in the car; use a steering wheel locking device; and park in well-lit, populated areas.
