On January 26 Patrick Dowd was appointed to the Board of the Carnegie Public Library for a term of two years. "As a former teacher and School Board representative, it is especially gratifying to serve the library at this critical time in its history. In the coming months, I look forward to working with library, community, and civic leaders to find a long-term solution to the library's funding challenges," Councilman Dowd said about the appointment. Council Votes YES on Amended Prevailing Wage Bill. Councilman Dowd voted to support a prevailing wage ordinance in the City of Pittsburgh. The ordinance requires developments that receive public subsidies to pay prevailing wages to all employees.
