Crewswill be working in the area today to prepare Route 28 for the restrictions, butthe actual single lane configuration on northbound lanes will not beimplemented until tonight. Beginningat approximately 9 p.m., outbound traffic on Route 28 will be reduced to a singlelane north of the 31st Street Bridge through the 40thStreet Bridge interchange. The left lane will be closed. Southbound (inbound)traffic will be shifted away from hillside onto the northbound left lane andsouthbound passing lane. Current turning movements and access to the 40thStreet Bridge will not be impacted at this time. Traffic will remain in thispattern through mid-summer 2012 in the area of the 40th StreetBridge. Southboundtraffic will remain open to two lanes during peak periods. PennDOT is advisingmotorists southbound traffic will be reduced to single lane nightly this weekfrom 8 p.m. to 5 a.m. Wednesday and Thursday nights, Sept. 1-2. Crews will beplacing barrier wall along the right lane. PennDOThas been working diligently to make several new traffic cameras available forthe traveling public prior to the start of the northbound restriction. Althoughsix new cameras have been installed, only three are available for viewing atthis time by accessing www.dot.state.pa.us,then “PennDOT Near You” on the center of the page, click “11” on the map, andthe “Traffic Cameras” link on the right. The cameras will also be available on 511pa.com later this week. Some videodisruption should be expected as crews continue to work out technical issues.The new cameras and message boards allow motorists to plan their trip beforetraveling. An alternate route for outbound traffic is to use the 31stStreet Bridge or the 16th Street Bridge to Liberty Avenue to ButlerStreet through Lawrenceville to the 40th Street Bridge or theHighland Park Bridge to bypass the work zone. PennDOT, through a separatecontract, constructed improvements at key intersections on the alternate routeto facilitate better traffic flow and turning movements. Signal timings atthese intersections will be adjusted after the long-term northbound Route 28single lane restriction is inplace. The$23.5 million Route 28 East Ohio Street Improvement project includes wideningand reconstruction, drainage, concrete barrier, concrete curb and sidewalk,highway lighting, signing and pavement marking, sign structures, signals andITS (Intelligent Transportation System) installation, wall construction, waterline and sewer relocation, demolition, and other construction from about 1,300feet north of the 31st Street Bridge (Route 2122) intersection to approximately2,560 feet north of the 40th Street Bridge (Route 2124) interchange. Thework at the 40th Street Bridge begins a multi-phase, multi-yeareffort to improve Route 28 from Chestnut Street near the Heinz Plant throughthe 31st Street Bridge intersection to the Millvale Interchange. Thenext phase of work at the 31st Street Bridge will begin in 2011 andcontinue through 2014.
