Northbound Route 28 Long-Term Single Lane Traffic Begins Tonight in Millvale
 
Pittsburgh – PennDOT District 11 is reminding motorists the long-term single lane restriction on northbound (outbound) Route 28 needed for the East Ohio Street Improvement Project in Millvale Borough, Allegheny County, will begin at approximately 9 p.m. tonight, Monday, Aug. 30.
 
Crews will be working in the area today to prepare Route 28 for the restrictions, but the actual single lane configuration on northbound lanes will not be implemented until tonight.
 
Beginning at approximately 9 p.m., outbound traffic on Route 28 will be reduced to a single lane north of the 31st Street Bridge through the 40th Street Bridge interchange. The left lane will be closed. Southbound (inbound) traffic will be shifted away from hillside onto the northbound left lane and southbound passing lane. Current turning movements and access to the 40th Street Bridge will not be impacted at this time. Traffic will remain in this pattern through mid-summer 2012 in the area of the 40th Street Bridge.
 
Southbound traffic will remain open to two lanes during peak periods. PennDOT is advising motorists southbound traffic will be reduced to single lane nightly this week from 8 p.m. to 5 a.m. Wednesday and Thursday nights, Sept. 1-2. Crews will be placing barrier wall along the right lane.  
 
PennDOT has been working diligently to make several new traffic cameras available for the traveling public prior to the start of the northbound restriction. Although six new cameras have been installed, only three are available for viewing at this time by accessing www.dot.state.pa.us, then “PennDOT Near You” on the center of the page, click “11” on the map, and the “Traffic Cameras” link on the right. The cameras will also be available on 511pa.com later this week. Some video disruption should be expected as crews continue to work out technical issues. The new cameras and message boards allow motorists to plan their trip before traveling. An alternate route for outbound traffic is to use the 31st Street Bridge or the 16th Street Bridge to Liberty Avenue to Butler Street through Lawrenceville to the 40th Street Bridge or the Highland Park Bridge to bypass the work zone. PennDOT, through a separate contract, constructed improvements at key intersections on the alternate route to facilitate better traffic flow and turning movements. Signal timings at these intersections will be adjusted after the long-term northbound Route 28 single lane restriction is in place.                      
 
The $23.5 million Route 28 East Ohio Street Improvement project includes widening and reconstruction, drainage, concrete barrier, concrete curb and sidewalk, highway lighting, signing and pavement marking, sign structures, signals and ITS (Intelligent Transportation System) installation, wall construction, water line and sewer relocation, demolition, and other construction from about 1,300 feet north of the 31st Street Bridge (Route 2122) intersection to approximately 2,560 feet north of the 40th Street Bridge (Route 2124) interchange.
 
 
The work at the 40th Street Bridge begins a multi-phase, multi-year effort to improve Route 28 from Chestnut Street near the Heinz Plant through the 31st Street Bridge intersection to the Millvale Interchange. The next phase of work at the 31st Street Bridge will begin in 2011 and continue through 2014.
