Crews will close the left southbound lane to begin paving operations. The left lane will remain closed until 5 p.m. Saturday when it will re-open to accommodate traffic for the Steeler game. The left lane will re-close to traffic from 7:30 p.m. Saturday to 5 a.m. Monday, Aug. 12 to complete the new configuration. The southbound split point will be eliminated and both lanes will be shifted beneath the 31st Street Bridge**** ** ** Motorists should expect delays and possible stop conditions while the work occurs. **** ** ** PennDOT reminds motorists to *use all open lanes to the merge point* in highway work zones. Be courteous to other motorists and allow them to merge. The effectiveness of traffic flow in highway work zones is highly dependent on driver behavior. Zipper! Using all lanes and allowing a consistent, courteous merge will reduce congestion and delay and help traffic move through the work zone. **** The work is part of the $36.4 million Route 28 Phase IV improvement project. Work includes widening and reconstruction to provide a new grade-separated interchange at the 31st Street Bridge Intersection; roadway reconstruction; new median barrier and signal installation; replacing a section of the 31st Street Bridge; modifications to the River Avenue Viaduct; sidewalk and wall construction; demolition; drainage; utility relocations; highway and sign lighting; sign structures; ITS (Intelligent Transportation System) facilities, and other improvements between the Chestnut Street overpass and the 40th Street Bridge. The prime contractor is the Trumbull Corporation of Pittsburgh.
