[Highland Park] strange occurrence

Not sure if this is anything, but I saw an older gentleman, thin, and balding, wearing shorts and I think a white shirt, inspecting the meter on the side of my next door neighbors' house. He was not wearing a uniform and did not look official in any way. A few mins. later, when I let my dogs out back, I checked my back gate next to the neighbors' house and it was opened. We never leave this gate opened bc of the dogs. I don't think anything was missing from my backyard, but this seemed suspicious to me. I then saw the man walk down Beverly Pl. toward King Ave. Please be on the lookout. Maybe he is checking to see if back doors are unlocked?
