[Highland Park] Need recommendation for window repairs

Anyone have recommendations for someone who can repair double hung windows in an old Highland Park home? We have broken ropes on the bottom sashes and some upper sashes that are either painted shut or do not say up. Thanks in advance for the help. Jamie
