Invasive bamboo question

For a friend: has anyone successfully dug out bamboo invading from a neighbor's garden? if unstopped, she's worried it will wreck her house foundation. is how bad it is. relatedly: anyone successfully hold a neighbor responsible? if you know a lawyer, or a professional who can help, please respond--thanks in advance!
