Re Recycling bin, garden tool repair

1. City of Pgh blue recycling bin. I think mine blew away in the windstorm the other night. Might have blown down the hill to Winterton. Pls email me at Margot.o. Cavalier@gmail.com if you’ve spotted a run-away bin. 2. Garden tool cleaning, sharpening, maintenance. Can anyone recommend someone who can clean, sharpen and oil garden hand tools.
