Ramp to 28 south from highland park bridge

Hi neighbors. The detour signs near the zoo that used to indicate that the ramp to 28 south ftom the highland park bridge seem to be gone. Does that mean you can now access 28 south at the end of the highland park bridge?  Thanks!  Kathy
