A place to fill up helium balloons?

Hi neighbors - Does anyone have any suggestions for where to fill up previously purchased helium balloons? We used to go to Party City (which is now closed). Giant Eagle has a helium tank but won't fill up outside balloons. Target has a tank for $50, but I'm trying to avoid that route. Any and all suggestions would be most welcome. Thanks!
