Attaches with 4 straps to the top of a rear rack atop a rear tire.. Possibly was never waterproof, but certainly any lining has since been well worn. Main compartment is 12” L x 6.5W x. 5” ht. Small separate ear pocket adds 2-4” to total length and has a rear, red reflector. Also has a shallow top pocket and two long side pockets. 4 adjustable straps to attach to top of a rear rack. I loved throwing my bike lock inside. Pull-cords on zipper fobs made it easy to use with gloves/mittons.  4. Blackburn Mountain rear-wheel bicycle rack with red reflector. $10.
