In addition to the information that you posted here is the information on getting a free PA photo ID: How Do I Obtain a Valid Photo ID from the Commonwealth of Pennsylvania if I Don’t Already Have One? If you don’t have any of the five allowable forms of ID and wish to apply for a free photo ID from the state, you must declare under oath or affirmation by completing the Oath/ Affirmation Voter ID form that you do not possess any qualifying identification. ** The $13.50 fee for acquiring an Identification Card will be waived for individuals completing the Oath/ Affirmation Voter ID form. ** PennDOT has announced that it will coordinate with other state agencies to offer special hours, as well as shuttles for seniors to get the proper identification. Details regarding those options will be posted on this page as they become available. Here are the steps, after completing the oath, that you’ll take to apply for a free photo ID card from PennDOT. Step 1 To obtain a Pennsylvania photo identification card, an individual needs to visit a Pennsylvania Department of Transportation Driver License Center with a completed Application for an Initial Photo Identification Card (formDL-54A), and the following: Social Security card AND One of the following: • Certificate of U.S. Citizenship • Certificate of Naturalization • Valid U.S. passport • Birth certificate with a raised seal PLUS • Two proofs of *residency such as lease agreements, current utility bills, mortgage documents, W-2 forms, tax records. *Students at least 18 years of age: Accepted proofs of residency include the room assignment paperwork (considered a lease) and one bill with their dorm room address on it. Bank statements, paystubs and credit card bills are all acceptable. Other individuals who may not have any bills, leases or mortgage documents in their name may bring the person with whom they are living along with their driver’s license or photo ID to a driver license center as one proof of residence. Step 2 When their application and supporting documentation have been reviewed and processed, a Driver License Center staff member will direct the applicant to the Photo Center to have their photo taken for their Photo ID card. Step 3 Once their photo has been taken, they will be issued a photo ID card. Imagine going to the polls, just as you always have for years, and then, this year walking in and being stopped from voting because you lack a valid picture ID. This may be the case for many voters, especially elderly, low income, urban dwelling, or trans persons. A good election is one where as many people vote as possible. Approved Forms of Photo ID for Voting
In order to vote under the new voter ID law, you must present one of the following forms of ID:
A current Pennsylvania driver’s license, or one that expired after November 2011; A current Pennsylvania photo ID card issued by Penn DOT, or one that expired after November 2011; A current U.S. passport; A U.S. military or Pennsylvania National Guard photo ID (note: it must include “a designation that the expiration date is indefinite”); A U.S. government-issued photo ID, e.g., agency employee, armed services, etc.; A current employee photo ID issued by a Pennsylvania county, city, town, township or borough; A current student photo ID issued by a Pennsylvania college or university (note that only ID’s containing an expiration date can be used. For instance, University of Pittsburgh’s IDs are accepted, but Penn State, LaSalle and Drexel’s are not.); or A current photo ID issued by a licensed nursing, personal care or assisted living facility (note that only ID’s containing an expiration date can be used); For any of these ID’s, the person has to look like the person in the picture, and the name on the ID has to “substantially conform” to the name on the voter registration record. Both of these may be problems for some people.
If the person does not have one of these ID’s, they will have to obtain an ID from Penn DOT. In order to do so, they must produce an original Social Security card and one of the following types of identification:
An original birth certificate, i.e., one that has a “raised seal.” (You can’t use a photocopy or a hospital registration. ); U.S. citizenship certificate; Naturalization certificate; or Valid U.S. passport. In addition to the identification documents described above, the applicant for photo ID must present two forms of proof of residency from the following list:
