Dog bite - seeking more information about dog's vaccinations

Our teenage daughter was bitten by a dog that was being walked by it’s owner around 5pm yesterday, Nov 5th near Negley and Hays Streets. (As she was jogging quickly by them, the dog may have been startled.) The bite was worse than she initially realized, but she’s doing fine and has been to the ER for treatment, however it would help us a great deal to know who the owner and dog were, so that we can obtain information about the dog’s history of vaccinations.
