There is an older woman who walks up and down Jackson Street near my home. Sometimes she stands on a corner for several minutes, looking around. Should I report her? Or not unless she happens to be a person of color and wearing a hoodie? Please, friends, let's be vigilant but not vigalantees! Trying to enter a door on a front porch or walking up someone's driveway and scoping out the garage is suspicious -- absolutely. Walking up and down the street, talking on a cell phone may simply be a neighbor looking for fresh air and a quiet or confidential place to talk to a friend. --dan
