[Highland Park] Animal Care and Control related to dogs

Hello everyone, In light of the recent emails concerning dogs off-leash and the dog attack, I sent a few questions to the head of Animal Care and Control and wanted to share his responses with you. First of all, he said he would have his staff patrol the area as much as possible. Like the police, Animal Control's activities are primarily dictated by calls. Unlike the police, they only have a few vehicles and they cover the entire city. For these reasons, there is no way to know when or for how long they will be able to be in Highland Park, but we appreciate any extra attention that can be paid to this area. Second, he said that any time there is a dog bite (on a human or other dog), one should call 911 so that someone can come out and take a report. Dog licenses may be obtained from the City Treasurer's office, or from the City Finance office website <http://www.city.pittsburgh.pa.us/finance/html/dog_license_application.h tml> . Licensing fees are cheaper for "fixed" dogs (male or female). * You must have proof of your dog's current rabies vaccination. Rabies vaccinations are required by PA state law at 3 months of age. * Dogs are not permitted to run unleashed on public streets, sidewalks, other public places or other people's property. * If you are walking your dog, it must be on a leash or chain not more than 6 feet in length. * Any female dog "in heat" (the times during the year when the female is able to breed and have a litter) must be kept inside. Nuisance Violations * Frequent and habitual barking, howling, screeching, yelping, or baying by a dog, cat or other animals. * Allowing an animal to create offensive odors, excessive noise or unsanitary conditions which are considered dangerous to health, comfort or safety of the public. * Allowing a dog to "go to the bathroom" on school grounds, a City park or other public or private property (It is not considered to be a nuisance violation if you immediately clean up after your dog - called "Poop-Scoop" laws in most communities). * Allowing your pet to scratch, dig or defecate on any lawn, tree, shrub, plant, building or any other public or private property other than that of the owner or person in charge or control of the animal. [Highland Park] rototiller needed

We're needing to rent a rototiller for our garden but when I searched online I found that the local Home Depot doesn't rent equipment. Rather than travel to one of the other farther locations I was hoping we could borrow one for an afternoon sometime in the next week or so. If anyone has one they'd be willing to lend or rent for a few hours that would be ideal. Thanks so much! Heather

[Highland Park] aggressive driver on Jackson Street

On Easter Sunday afternoon, I witnessed a young man in a brownish colored, older model, Buick sedan, license plate (I think) DHW 8124, driving aggressively and in a menacing and threatening manner in order to harass and intimidate a fellow (female) resident of Jackson Street while she was stopped at an intersection. I attempted to intervene and I have already made the Zone 5 police aware of the incident. Please don't hesitate to follow up with a phone call to the police if you witness similar behavior on the part pf this young man or anybody else. In a neighborhood full of kids that play outside and people walking their dogs, aggressive driving and threatening behavior behind the wheel of a car can't be tolerated. Olga Watkins * *

The dog-raccoon encounter took place at the Sturgeon/McDonald part of the trail. The raccoon tested positive for rabies yesterday after it was killed and submitted to the Health Department for testing. The rabies vaccination status of the dog exposed to the raccoon is unknown at this time. For the health and safety of the pet and its owners, please call the state's Veterinary Medical Field Officer, Dr. Erin Moore at the phone number listed above. "We're encouraging this dog's owners to come forward, so that their pet can be evaluated and treated, if necessary, without delay," said County Health Director Dr. Bruce W. Dixon. "Spring is the time when owners can help prevent encounters with increasingly active wildlife and stray animals," Dr. Dixon added. "Avoid contact with them and call 911 or the local animal control service." "Raccoons have the highest incidence of wildlife rabies in the state," said Dr. Moore. "It is very important to have your dogs and cats vaccinated for rabies to prevent this disease." Rabies exposures typically occur through a break in the skin that comes in contact with an infected animal's saliva. The disease is almost always fatal when left untreated. If there is additional contact information about this case, call the County Health Department at 412-687-ACHD. This is the second rabid animal, both raccoons, reported in the County this year. Five rabid animals were reported in 2010 - one raccoon, three bats and a fox. # # #
