Water softener maintenance

We have a Culligan water softener until that came with the house. I think it needs service, it's pretty constantly draining water our the drain tube even when it's not in a region cycle. I've never had a system before - wondering if they're common in the neighborhood? Is this something most plumbers can serve, or do I call Culligan? I don't really care abut soft water, but is this something I should maintain for other reasons? Thanks for any insight.
