Highland Park - We miss our brand new recycling bin!

We recently purchased a recycling bin from Home Depot. We put it out for trash collection last night, for the first time, and it was gone when I went out to get it back. I understand that not everyone can afford to buy a $15 or $16 recycling bin, and hence why they might take someone else's. I also understand that some people who are perfectly capable of buying their own bins are simply out for the joy of stealing other people's stuff because they want it and can get away with it. I also understand there are other people who simply don't feel like spending money on a recycling bin and find it more convenient to take someone else's. I also understand that wind may have blown it away. Anyway, I digress. I don't want to become the neighborhood supplier for recycling bins nor do I think that anyone else does. As a community we are in a sort of prisoner's dilemma here. Perhaps it is time for the city to pitch in and give everyone a recycling bin. I know this has been done in many other cities, so it is not impossible. When I was living in Chicago over 7 years ago now the city just went around one day and dropped off blue recycling bins at every residence. It had a nice sticker on the top that explained what could be recycled and how. With that said, I also think that Pittsburgh can do better than Chicago which only has one waste stream which must then be sorted out in order to recycle it. When I was in Hamburg Germany every residence had four bins with a different color for each bin. I don't remember what they were for, but people separated their trash pretty diligently, and I don't see why we can't do that here too. So, how do we do make this happen? Thanks! P.S. Thanks hp for the story about the flower pot/plant thief... perhaps the city ought to give everyone flowers too! P.P.S. Some salt this winter would be good too. P.P.P.S. To the person who has a new recycling bin (without a lid), can you please bring our child back! We miss our little blue baby!
