This method really works! When I lived in Oakland, CA, a group of neighbors (of which I was one) got a nuisance landlord totally shut down by pursing him time after time in Small Claims Court. He lost every time and eventually gave up. It does require persistence, however. I am too far away in HP to participate, but those of you closer should band together and go after them--relentlessly.
