[Highland Park] Windows contact list iphone transfer

I am trying to transfer my 500+ contacts (VCF format) from my Windows Live Mail to my ipad. I have tried the Apple store, Itunes, Icloud, and 3 transfer apps without success. Has anyone had any success with transferring contacts from Windows to IOS? Thanks
