Seminary plan for 6-story apartment building
The HPCC recently learned that the Pittsburgh Theological Seminary's new draft master plan includes a new 6-story apartment building at the corner of N. Sheridan and East Liberty Blvd. The HPCC supports many of the goals and other elements in the proposed master plan, but we are concerned that this building does not fit the scale of the adjacent residential properties. There was limited public engagement on the plan over two years ago and now it is going before the Planning Commission. Although the Seminary is in East Liberty, it is directly adjacent to the Highland Park neighborhood. We are distributing this information to ensure that neighbors in both East Liberty and Highland Park are aware of this proposal and can submit testimony about it, if they choose. If the plan is approved by the Planning Commission, it’s our understanding that the Seminary will be able to move forward with this building without additional public input. According to the plan, the allowable height of the building depends on the setback from N Sheridan; the smaller the setback, the lower the building. It is important to note that the proposed (up to) six story development could include retail space on the first floor. The type of retail is vaguely described: East Liberty Boulevard Development Development on the south end of the Seminary property (labeled “Q” on the proposed master plan) is envisioned to be a multi-story *mixed use* building with frontage on East Liberty Blvd. It is proposed to also include the construction of residential attached town homes which would have frontage on North Sheridan Ave. The south end of the campus borders East Liberty Blvd and presents opportunities for the Seminary to engage the community along this main artery by incorporating *a **first fl**oor commercial component *while creating an urban edge to the campus. This retail component is envisioned to be a neighborhood service oriented space focused on needed community renters which may currently rent space on campus, in an effort to advance the Seminary’s mission and/ or enhance the local neighborhood/community livability.
