I called the mayor's office last year about this, as I wanted to get a backyard firepit. Open burning in barrels like you're describing is illegal. Chimeneas, firepits, etc must be on concrete, at least 15 feet from any structure, and if a neighbor complains, you have to put it out. Rachel M. Kudrick
