Can someone tell me why the weather influences the ability of owners to pick up after their pooches? Some of us clean up what we come across for fear of stepping in it , or our dogs coming across it. I come across some really frozen stuff that can't be cleaned but does it really have to come to that? The Parks folk have kept the bag dispenser full, so that's no excuse.
