Senator Ferlo has filed a "petition to intervene" challenging the person to person transfer of liquor license E-1832 from Sandy's Deli to The Highland Park Deli. The below document is a response to the Senator's request from the Director of Licensing indicating a hearing will be scheduled but a date is yet to be determined.
Although the hearing officer will ultimately determine who from the audience is permitted to speak as part of the Senator's presentation, members from the community who do not want to see this license transferred should attend the meeting. The petition to intervene and supporting testimony challenging the transfer must target the applicant's reputation as justification for non transferral.
In this case, Highland Park Deli (Mr. Sanford Mankin) is applying for a transfer from Sandy's Deli (Collen Knecht). Mr. Mankin had managed a liquor license at 925 Mellon St from June 1987 until Sept. of 2001 when at that time Ms. Knecht was officially approved by the PLCB as the new and only officer listed on the license. Mr. Mankin did continue to own the building after the transfer in 2001 and Ms. Knect and Sandy's Deli continued to be his tenant. Mr. Mankin is now attempting to secure the license he originally owned and operated from Ms. Knecht.
