[Highland Park] Carnegie Lake

I walk my dog down to Carnegie Lake most every day. For those of you who do not know, this is the lake right next to the Highland Park swimming pool. Early in the spring, I noticed that there was an early appearance of algae bloom, and a heavy occurrence of string algae. In the last few weeks, I have noticed more garbage, such as dirty diapers, bags, bottles, etc. floating in the lake and being caught by the algae. What should be a beautiful park experience is now looking like the beginnings of a cesspool. Also, there is a notable lack of garbage cans, that if people were so inclined to use them, there are not there to use! I have been told to call 311 about this issue. If you share this experience, I encourage you to do likewise.
