Whenever 311 has been impossible to get through I call the mayor's office to let him know that - 412-255-2626.

I only get a vm but then after 311 is easy to get through.

I would recommend doing the same.

No clue of city policy, but apparently there is a city graffiti task force, if you call 311, they send you a form to fill out. I have had no success calling 311, but that's what's been passed on.
