I have been seeing a lot of people and kids throwing away flowers in the Highland Park fountain. I also requested their parents to Not let the kids inside the fountain as there is a sign which clearly states that. 

However, all those efforts went in vain and I still see a bunch of kids inside the fountain without any adult supervision. I was wondering if there is anything that we can do about it?
