Thanks to all for the great recommendations/suggestions I received. I figured I'd share them since others may be dealing with the same problem (or may have to do so in the future).
Had a similar problem. Not sure about fixing the pavers, but I bought
some chicken wire (Home Depot has it or Lowe's) and kind of rolled and
scrunched it so the area was no longer accessible.
The city has an animal removal service - call the mayor's hotline, 311.
The city will lend you a humane trap. You give them a
check for the deposit and when the animal goes in the trap you call them
and they come and pick up the trapped animal and will mail you back the
check.
you won't believe this rob but I poured an environmentally friendly tile
cleaner in the holes...Which smelled...And he took off...Yay

For all kinds odd creatures. They are the best. they will trap and
release. I have had bats, rats, mice and other furry animals.
Have heard that for burrowing animals, people bury bottles with the
necks exposed so that when there is a breeze, the bottles sound and the
vibrations are disturbing and thus, the animal goes elsewhere. That
said, I can't vouch for it, but whenever I'm wondering how to go about
something, I turn to YouTube and after watching a few videos, usually
know how to proceed. You might try that. Good luck!
This person traps critters who invade homes. Perhaps he will do so for those who invade yards. Good luck with this challenge!

Last time i had a similar issue, it ended up being groundhogs.. had a
wild life control company come setup traps to catch and remove them.
