[Highland Park] Anyone missing a black dog?

Yesterday and just again now, I've seen a black dog wandering down the street. I have not observed an owner with him or her (near or far). The dog is black, has medium hair and a chain collar with red tag. I live on Jackson, closer to the park. -Kevin
