I found out what "No Way" is. Here's an excerpt from a Post-Gazette article <http://www.post-gazette.com/pg/04059/278741.stm>:

Udin, a leading critic of the lack of diversity on the board, said he is helping to organize a group that will monitor oversight board sessions. Since the board has no voting members who are women, African-Americans or young people it will be called No WAY, Udin said.
