[Highland Park] dogs roaming off leash

Hi, We have been having quite a problem with a large brown dog that roams our street (Wayne Road) off its leash. It's been messing on my yard, tearing up my gardens, and destroying our trash bags. We have no idea whose dog it is and it is unfriendly so we haven't approached it to see if there's a nametag. Is anyone familiar with this dog or know what (if anything) we can do about this? Are dogs allowed to run free in HP? Thanks, Sue
