There is a black male in a red/burgundy van who parks on the one-way road that circles the park (Reservoir Drive) who masturbates. 

He has been seen in the morning, usually on the northeast side (near the Filtration plant), sometimes with the passenger door open. Stats: 30-40 years old, 5'11-6' tall, 200-230 lbs. 

The police are aware. Their instruction to me is to dial 911, and let the dispatch know that it is not an emergency, then give details--LICENSE PLATE especially.
