Because I found this useful myself, I thought I would pass it along. You can apply online for mail-in ballots and also to register to vote. The deadline for both is May 18.

Apply for mail-in ballot: https://www.pavoterservices.pa.gov/OnlineAbsenteeApplication/#/OnlineAbsenteeBegin

(To apply online, you would have to click on the "Begin your Application" button at the bottom of the page after you verify that you are not a robot).
