Small to medium sized black dog with a brown face and ears, looked like a jack russell mix spotted on Negley at Hampton on Friday 2/14, at 4:40pm. It stopped and stared at me for a bit then took off on Negley towards East Liberty. Had a collar and tags but couldn't get close enough to read them.
