Monday May 17 approx----6:45 PM had my dogs out in the yard --- noticed 5' 10" to 6' young black man --- cream colored hoodie large brown design up the back -- blue jeans and tennis shoes.....as he went up Elgin between N. St Clair and Highland (toward Highland) he was checking the doors on parked cars and looking at the houses to see if anyone was looking....I made some noise  and he noticed my dogs and made a quick exit towards Highland.....reported it to the police....
