Thank you to the many neighbors who passed this link along to me. I thought it may be a good idea to share it with everyone. I recieved many many emails. Almost all of them agreed that the practice was rude and inconsiderate. Over the weekend it was averaging 6-12 times per day. I discovered from another neightbor that the families have been doing this for years to let their kids know that they were home.
Good news...The honking has finally stopped. The last time was at 10:15 pm a few days ago.

The Pittsburgh Code, Title Six, Conduct, Article I, Regulated Rights & Actions, Chapter 601,Public Order, Section 601.04 is hereby amended as follows:
601.04 UNNECESSARY NOISE AND SOUND AMPLIFYING DEVICES.
(a) No person shall unnecessarily and repeatedly sound the horn of any vehicle or use any loud signaling device thereon except an emergency vehicle or a vehicle on emergency business.
