How to handle dog owners and pet waste

Just a reminder to everyone in the neighborhood: If you see someone leave pet waste behind the appropriate response is to ask them if they're out of bags (and offer one if you have any!) or say something as simple as "Don't forget to pick that up." You should NOT shout at or threaten them. While I understand that not all pet owners clean up after their pets, it's still not appropriate to become aggressive. I know we're kinder than that! I bring this up because I was shouted at earlier today when I ran out of waste bags and had to run home and get another to clean up the mess. It startled both myself and my dog and was a crappy end to what was otherwise a great day.
